They are metal and wrapped in a pretty Christmas paper. I have stuffed the cone with shredded paper and a Handmade Birdie that I fashioned from a sweet vintage Palest of Pink Baby Blanket. It is just adorable. I also embellished it with Tulle Bow and a Vintage Rhinestone Brooch.  There are also 3 tiny little eggs in her nest, everyting is done in the same tones.
